Hara Qeshm Dock Construction and Operation Company was established in October 2014 (Mehr 1393) with the necessary permits from the Qeshm Free Zone Organization. The company's main activities include the import and export of feedstock and products from refineries under construction, as well as providing services to subsidiaries of Pasargad Energy Development Company and other similar facilities in the northern part of Qeshm Island. These operations are carried out through the construction and operation of docks for the transfer of liquid hydrocarbon products under a Build-Operate-Transfer (BOT) contract.

The company is responsible for supervising the construction and operation phases of the dock by the investor within the approved timeline, as well as managing and operating the dock after the expiration of the BOT contract.
